Open Hardware ?
What is open hardware ? FOSS (Free Open Source Software) is well defined in several flavors, and if there is controversy on a "true" definition of free. Each project can be classified under one of the flavors, and a user can easily determine if it is free according to his criteria.
For hardware situation is a bit more complex, there is an essay to classify different freedom related to hardware. Different level of "friendness" are defines in 4 level : Friendly Open Source Hardware [0-3] :

Fanless server
The T2 from TranquilPC, a UK company, is designed to be used as a silent PC. Typical usage would include high end PVR or sound station.

Offered in different colors you can probably find a color to fit with your TV room, but who cares about colors when you want to put it in a school without electricity ?
If the fanless cases for mini ITX are numerous, e.g. from serener, I do not know another one which offers two full size hard drive emplacements.
